Abstract

Civil service requirement planning in Lampung Province was previously hampered by lengthy manual processes, high coordination costs, and data inconsistencies between work units. This study analyses digital innovation through the Job Analysis Management Information System (SI-MANJA) using a descriptive qualitative design with in-depth interviews with five informants from the Regional Civil Service Agency, Organisation Bureau, and three implementing Regional Apparatus Organisations. SI-MANJA successfully realised six dimensions of public sector innovation typology accelerating requirement preparation from months to weeks, improving accountability, integrating personnel data into a unified platform, and encouraging data-driven decisions although system innovation and radical change in rationality remain suboptimal. Implementation was supported by HR competencies, managerial support, and adequate infrastructure, but hampered by technical disruptions, limited unit integration, cultural barriers, and suboptimal data synchronisation. SI-MANJA has proven to transform civil service bureaucracy toward greater efficiency, but continuous development remains necessary.
